A. Animals act according to conscious decision.
B. Much of human behavior is not the result of conscious decision.

I lean towards B as well; consciousness is vastly overrated. Skinner was, in fact, asking the right question.

i'd say the science is there now. animals are far more decisive than we imagined, and we are far less conscious than we think. did you see the experiment with the dogs showing human-like learning ability?
